Informal Settlements

Rwanda is the densest country in Africa, with more than 300 people per square kilometer. Since 1994, over 2 million people have returned from exile to a country the size of Maryland. Many of them claimed "vacant" land such as national parks, native forests and homes of whose owner fled the violence. The consequences are the main concern of the land reform policies today. In the mean time, inner city informal settlements are just like any other informal settlements in the world: over-populated, disaster-prone and under-served. Given the conditions, officials believe imidugudu simply must work.
